Time to create a new process instance

I'm running Shark 1.1 using a Oracle 8i (I've also tried 9i) for a database. Its taking approximately 30 seconds to create a new process and return using the workflowConnection.createProcess(package_id, process_id); method. Our process is fairly simple and only have five activities. We're setting about 10 process context variables. Is this typical for most other people's experiences? That seems like an awful lot of time to create a process? I haven't done any database tuning since running the Shark configure when we setup the database. Any feedback on your experience would be appreciated.
