Needs Urgent response pls

I am Dr. Solomon Kolawole I am 50 years old from the Yoruba speaking tribe of Nigeria and I am the present Chairman of the Contract Advisory Committee (CAC) of the Federal Ministry of Works and Housing (FMWH) in my country Nigeria. Considering the business I am about introducing you to, I shall send to you (only if you are ready to assist me) my resent STAFF IDENTITY CARD only if you can Identify yourself beyond reasonable doubt to me.

This business proposal I wish to intimate you with is of mutual financial benefit and its success is entirely based on mutual trust, cooperation and a high level of confidentiality as far as this transaction is concerned. 
However, this proposal entails you providing your private/company account to act as a certified (as has already been put in order by me) owner in the claims of the sum of US$9,300,000.00 (Nine Million, Three Hundred Thousand United States Dollars) that is lying unclaimed on behalf of my Ministry (duly and legally owed to the name and company account you shall provide) in the Central Bank of Nigeria since 1998. 
NOTE HERE ESPECIALLY THAT THE PROVISION OF A COMPANY ACCOUNT WILL BE AS ADVANTAGEOUS AS A PRIVATE ACCOUNT AS I SHALL REGISTER THE NAME AS A COMPANY NAME HERE IN NIGERIA.
This money in question came about as a result of over-inflation of a contract (Construction, total furnishing and landscaping of 3000 units of ultra-modern duplexes in a siren area of our country's present capital territory 'ABUJA' for senior officers in government) awarded by my Ministry the "Federal Ministry of Works and Housing" during the Military regime of The Late General Sani Abacha by the then Contacts and Advisory Committee. It has been satisfactorily executed and finally inspected and approved for payment by my present committee. 
This contract was meant for two foreign contractors at a total sum US$28,500,000.00 (Twenty Eight Million, Five Hundred Thousand United States Dollars). However, due to the fact that they(the former Chairman of the Contract Advisory Committee) considered it to be an opportunity for them (the then Chairman) to get their own share of the National cake; considering the reckless looting by the military government as of that period (1998), they decided arranged with Chagouri and Chagouri and extraodinarily over inflate the cost of the contract to the tune of US$37,800,000.00 (Thirty Seven Million Eight Hundred Thousand United States Dollars) and award the contract to a Syrian company (Chagori and Chagori) and one other firm; of which the company/private account you will provide will represent the other one.
Right now, the Federal High Court has recently dropped all cases against their company and other companies and all clearance and approval for payment certified and approved by the Federal Government at the cost of US$37,800,000.00 (Thirty Seven Million Eight Hundred Thousand United States Dollars) of which US$28,500,000.00 (Twenty Eight Million, Five Hundred Thousand United States
Dollars) is for Chagouri and Chagouri and the balance of US$9,300,000.00 (Nine Million, Three Hundred Thousand United States Dollars) to the Committee's benefit as gratification. And this money is lying right now in the country's apex bank ready to by claimed by whichever company that is duly certified and cleared by my committee as the beneficiary. (I will send the court clearance to you by fax or email attachment for future application in connection with the clearing of the funds ) 
Right now, the Syrian firm is presently securing payment from my Ministry (after the Court ruling in their favour), where I am now the Chairman of CAC and foreign contractors payment committee. 
I must make it clear here that I am asking you for this mutual favour because of the decree prohibiting all civil servants still in active service to have or operate any sort of account outside the country. Thus, when you send private or company account details to me, I shall forward it to The Federal Ministry of Finance via my ministry (FMWH) in other to lay claims alongside the Syrian firm as the beneficiary of the excess contractual sum of US$9,300,000.00 (Nine Million, Three Hundred Thousand
United States Dollars) which will be paid and transferred into the private or company account provided by you. 
NOTE HERE MY GOOD FRIEND THAT EVERY EXECUTIVE OFFICER PAST AND PRESENT OF BOTH THE FEDERAL GOVERMENT, STATE GOVERNMENT AND GOVERNMENT OWNED PARASTATAL ARE INVOLVED IN THIS PRACTICE (LOOTING) IN MY COUNTRY AND AFRICA AT LARGE SO DO NOT BE SCARED AT ALL IN ASSISTING. 
And as such, I will actually want you to assist me, as they may be another opportunity, which might be bigger or smaller than this. Or which might come in another form of legitimate contracts or over inflation of contract as in this case. Thus, we need utmost TRUST, secrecy and confidentiality so that my job and PERSONALITY will be protected. 
Please I must remind or notify you here that after the successful transfer, we shall share the funds as follows:
I shall give you US$1,500,000.00 (One Million Five Hundred Thousand US Dollars)only as account provider and acting beneficiary. 
And I shall have US$7,335,000.00 that I intend to invest in your country (after discussing about business opportunities with you) when the deal has been successfully completed.
5% of the funds shall be put aside registeration and taxes

Note most importantly, that our country being what it is as concerns corruption. All has been put in very perfect order for a smooth and safe completion of the transaction within the next few working days once commenced.
