Since we don't store the WML 1.3 dtd local (only the 1.1 dtd), XMLC should be downloading a validating against the dtd you are specifying. To double check this, try going offline and try to compile. It should fail saying it can't access the DTD. If not, then something weird is going on. If so, then it is possible that XMLC's version of Xerces (1.4.4, I think) doesn't understand the DTD. I can try it when i get home. I can also add the 1.3 dtd to 2.2.7 so that compiles can occur without being connected to the internet.
