[xmlc] Where do i get xmlc.exe ?

Recently i downloaded xmlc-2.2.6.zip. I was going through the documentation, and it says that, to generate a java class from a html file use this command (xmlc -keep hello.html) but in the binary that i downloaded i didnt find any bin directory nor any xmlc exe.
