Warning!  It has been a quite a while since I looked at the specifics of
this.  I just wanted to fire off a quick note...

XMLC has a cache (maintained by hand) of the commonly used DTDs.  This
is so it doesn't have to go out onto the Internet every time you want to
compile something.

There was some discussion about this previously on either this list, or
the Barracuda one.
