escapeAttributeValue() and escapeTextValue()

In my generated classes escapeAttributeValue() gets called for all the
attribute values but that method only escapes double quotes (").
escapeTextValue() escapes '<', '&', '>' which is what I need but nothing calls it.
Why the two different functions? Are attribute values not supposed to have
'<', '&', '>' and that's why there are two different functions?
