New rc 2.5.1, to confirm convention

Conventionally these jars are labelled with a trailing _6124, I removed 
these to be able to acces them. Sorry, new to this item.

Test results: have successfully started, accessed, updated, & edited 
(routines) in my existing 2.4x hsqldb system using the 2.5.1 drivers for 
hsqldb and sqltool.

I will soon find time to move the 2.5.1 driver jars into various "test" 
instances, it would be good to know what hsqldbmain, min, and util do.
