Even under the LGPL, people can fork JGroups, although they cannot 
change the license. Even if they make the changes available, e.g. via 
their GitHub fork, it would be tedious for me to keep track of their 
changes and integrate them into JGroups. This is essentially the same as 
a fork where the src code is not made available.

I suspect under ASL they can copy the code and change the license, too.
