I think this is not a common NTP behaviour and not sure we need to
handle this situation.

When NTP needs to adjust the time backwards, NTP stops the time until
the target time and it does not adjust the time backwards because it's
known to break a lot of software like this way. If NTP got a time
query, it does nanoTime + 1 and returns that value, forward only.
