No, you should not have to restart the JVM. As a matter of fact, I've 
changed firewall rules using iptables myself and have observed that they 
take effect immediately. For example, adding a drop rule for a given 
member will exclude that member within the timeouts defined in FD or 
FD_ALL. Removing the drop rule again will lead to a merge.
