3.2.4 is 4 years old, can you run this with 3.6.10? I suggest copy udp.xml or udp-largecluster.xml shipped with 3.6.10 and modify it according to your needs. What's your config? You may not need FRAG directly over UDP if you set UDP.max_bundle_size to (say) 3000 bytes.
