So the environment where we deploy the nodes is very unreliable. Network
switches or links could be down and that is okay since we test to make sure
all the nodes in the system can handle it.

An example of this happening in production is when the network is down but
a node is coming up due to a system power recovery or a complete system
wide reboot.
