I'm working on this today. you will be able to ban a user by IP mask or by a user object. It can also be either a perpetual ban or a certain time limit and a scheduled task clears away the time limited bans each night. We have added a new filter that checks each request for whether a user or IP has been banned. If they have, send them to a page telling them teh reason listed with the ban and how long they are banned. The user admin pages will provide ways to see who is banned, ban a particular user, add a new ban, and remove bans. Look for it in the tree by tonight.

Description:
It should be fairly easy for us to blacklist a user based on an IP mask so that the user cannot use the site. If a user is in our blacklist, show them a page with the proper information and politely telling them to go away.
