Because of the intricacies of banning a person by IP address, we're instead going to go with an approval process for user creation.  The user will be able to go through and approve the user's they want after turning the feature on.

Description:
It should be fairly easy for us to blacklist a user based on an IP mask so that the user cannot use the site.  If a user is in our blacklist, show them a page with the proper information and politely telling them to go away.
