I checked in forums taglibs, even though I couldn't get create reply to
work, something with hibernate.

    You can now approve which users are able to sign on to your site.
To turn this on in your distribution, just go to the administration
console and click on Set General Site Properties.  Just uncheck the box
for autoapproval and then you can approve users that create accounts
from the User Admin tab.  You'll also want to configure the smtp server
info so that it can send approval and rejection notices to your users.
It also looks like Paul has fixed up the weird link problems.  Now if I
could just fiugre out why some of my fonts are much smaller than others :)
