Description:
Currently we control which fields are required for a user to be created.  Some of these are also required as NOTNULL in the database.  We should allow the administrator to control whether they want fields such as address and phone number to be required as well.  To do this, we'll need to use a form validation through a struts config file, not by checking values in the CreateRegistrationAction.
