Just my two cents, but don't forget about the Java Authentication and Authorization Service (JAAS) API, which provides principal and group (http://java.sun.com/j2se/1.4.1/docs/api/java/security/acl/Group.html) interfaces which your code should probably implement.

Description:
Right now there isn't much in the way of permissioning.  We should attempt to consolidate these into the most basic solution possible.  In my opinion this would be group based.  For example, there are system admins (which have control over all of JLCP), forum admins, links admins, poll admins, cms admins, etc.
