I have added a taglib that checks whether the repository is valid. If its valid, we show the upload form and the file listings on the index and category pages. If its invalid, we tell the user to contact their administrator to finish the installation.

We need better exception handling when unable to upload files. For example, when the filesystem storage location is wrong, it still appears that one can upload files. There is no message presented to the user.
