Jetty release 4.2.1 is now available via http://jetty.mortbay.org

This release fixes an embarrassing error introduced into 4.2.0 with
some last minute optimizations.  This error was compounded by an
earlier error that disabled some test harnesses.  Both are now fixed.

  + Fixed bad optimization in UrlEncoding
  + Re-enabled UrlEncoding test harnesses
