Provide virtual WEB-INF/lib for maven plugin

This issue still exists for Jetty 8.1.5. When using the combination of Freemarker and Sitemesh, loading of TLD's fail. This is caused by the Freemarker TaglibFactory not finding the Sitemesh taglib URI. My current workaround is to add the TLD's from Sitemesh to my application and reference them from the web.xml file.
