TLD load fails when project has overlays

Description:

If a project contain both an overlay and the use of JSP tags, loading of TLD files from attached libraries will fail when running the Maven jetty:run goal.

In the attached project I've created a project using Spring, Freemarker and Sitemesh. This project alone works perfectly, but when I add an overlay the Freemarker TLD loader will fail to load the Sitemesh taglib. This can be seen when opening the webpage.

Running the jetty:run-exploded goal works as it should with the overlay added.
