TLD load fails when project has overlays

OK, I see the problem. The fake "WEB-INF/lib" and "WEB-INF/classes" entries are only returned by the fix in JETTY-1107 iff there are no real ones. Once an overlaid war is introduced, there could be real ones. The fix is to add in the fake ones always.
