Win 2k / Tomcat 1.3 / JGenerator issue - slightly OT?

We are running our application on a Win 2K Server.  We have run into a
(known) bug with the Java Run Time environment, where any Windows logoff
kills tomcat.  We have been able to get tomcat running as a Service on IIS
(via 'Srvany.exe', a sort of service wrapper), but the bug continues. From
our research, it seems that passing -Xrs flag to tomcat will get around the
bug, but we haven't been able to find anywhere to actually pass that flag.
This is for JDK 1.3.  It seems the bug persists in JDK 1.4, but we haven't
tried.  Any help would be much appreciated.
