[rfe][container] phoenix integration

phoenix is a bit too big of a beastie to provide full support for.
Doable integration points include:

* a prepackaged jicarilla.sar to run in phoenix
* a wrapper around Application instances
* a wrapper providing support for the Kernel interface
* a custom JMX adapter that knows where to find things that phoenix
   exports
* an adapter wrapper that supports the phoenix SPI (BlockContext,
   listeners, metadata)

in addition, it might be doable/a good idea to use Loom as the basis for
phoenix integration (as the former is to be compatible with the latter
anyway).
