[rfe][container] soap exporter

implementation of

     [rfe][container] export mechanism

that exports over soap. Since soap is a big protocol, it would be nice 
to reuse an existing implementation for this. Unfortunately, axis is not 
very modular (and tied to the servlet environment), so this is 
nontrivial to say the least. Maybe fork it, or maybe someone already 
has, or maybe there's an entirely different solution still.
