Sounds like either
- There isn't a Java VM in /opt/jdk1.7.0_25
- You don't have execute access to it

So try:

ls -l /opt/jdk1.7.0_25
ls -l /opt/jdk1.7.0_25/bin

It should look something like

> $ ls -l /opt/jdk1.7.0/bin/
> total 668
> -rwxr-xr-x 1 uucp 143   7981 Apr  4 22:25 appletviewer
> -rwxr-xr-x 1 uucp 143   7957 Apr  4 22:25 apt
> lrwxrwxrwx 1 uucp 143      8 Apr  4 22:26 ControlPanel -> jcontrol
> -rwxr-xr-x 1 uucp 143   7957 Apr  4 22:25 extcheck
> -rwxr-xr-x 1 uucp 143   7989 Apr  4 22:25 idlj
> -rwxr-xr-x 1 uucp 143   7941 Apr  4 22:25 jar
...


Also, your PATH should be $PATH:/opt/jdk1.7.0_25*/bin*

but only when you've actually got files in the right directory.
