That generally means that the build failed at the creation of the bootloader or earlier. Please note that the bootloader is called the bootImageRunner in Jikes RVM 3.1.3.

I suggest that you take a look at the build output to see if you can diagnose the problem. If you would like additional help, please post the exact command line that you use to build the system and the relevant part of the build output (e.g. the last 100 lines).
