AFAIK the default JDK in Ubuntu 16.04 is Java 8. If you don't have any special reason for using Java 6, you should just install the package default-jdk from the Ubuntu repositories and use that.

You should be able to build a Jikes RVM just fine with Java 8. Java 9 is not yet supported, however.

The line

cf glibj.zip gnu java javax org sun META-INF &&  i glibj.zip

reads as

/usr/bin/fastjar cf glibj.zip gnu java javax org sun META-INF && /usr/bin/fastjar i glibj.zip

on my system.

It seems that the build can't find an implementation of jar on your system. AFAIK the Ubuntu JDK packages provide /usr/bin/jar. If you do have a JDK installed and it's still not working, you can try installing the fastjar package from the Ubuntu repositories. It provides /usr/bin/fastjar.
