Popup at Open-Issue

Hello,

is it possible, to configure a popup-window, when i open a specific issue?

What i want:
I have an issue, with a very important comment (the last comment in this issue).
And it would be nice, that a popup-window open, when a user open this issue.
Like "Warning! Look at the last comment".

Is this possible?
