error while deploying EAR WAR

hi i`m deploying WAR file via tomcat, but when i start my tomcat , i get this error :

JIRA Startup Failed 
You cannot access JIRA at present. Look at the table below to identify the reasons  

Description 
 
java.lang.NoClassDefFoundError: org/apache/commons/logging/LogFactory
