I think the text gadget is disabled by default, you have to  [enable the module|http://confluence.atlassian.com/display/JIRA/Managing+JIRA%27s+Plugins#ManagingJIRA%27sPlugins-EnablingaJIRAPlugin]  under the plugin administration section and then you should be able to [add the text gadget|http://confluence.atlassian.com/display/JIRA/Adding+the+Text+Gadget] .
