Extend, I don't think you can, unless you want to get into amending core code in Jira (although, for Javascript, it's not so much "code" as "files that are inside Jira somewhere")

To override or add to though, you can write plugins that contain javascript.  Start at http://confluence.atlassian.com/display/JIRA/Web+Resource+Plugin+Module
