Nic is quite right and assuming all those things are done (most should be automatic by applying the "scrum" project template) then the single most common reason why the ranking does not work is that the context you are using does not have "Rank" as the sort sequence. 

If the rank is enabled as the sort sequence then you will see a four way mouse cursor when you mouse over the left hand edge of the issue (where the colored "handle" is, see "Ranking Handles and Manage Context.jpg") . This indicates you can drag the issue to one of the Assignee or Version summary panels on the right hand side of the Planning Board screen and that you can drag the issue up or down to change its ranking with respect to other issues.  

The Default Context has the Rank as the default sort but sometimes this is changed (by users with admin rights) and they don't realise that it is a shared context.

So use the default or another context that has rank as the sort.

To check this select the little black triangle to the right of the context name (see "Ranking Handles and Manage Context.jpg") and select Manage, select Sorting (see "Edit Context.jpg") the sort order must be Rank.
