How to connet JIRA from another PC

hi all

I really need help, im a newbie in networking and database.

1. I want to connect jira form other PC, can anyone explain to me step by step for win7 and ubuntu?
2. In my laptop the tomcat server didn't show the process but in other PC the tomcat did show the process.is it ok if tomcat didn't show the process?
