This is a very muddled question and it's really not clear what you are trying to ask, or what you are trying to do.

To clarify:

Jira is a service - it runs on a machine and sits there waiting to be talked to.  The most common way to talk to it is via a browser, which almost always runs on a separate machine and connects to the server over a network.

Put the url of your server into a browser.  Windows and Ubuntu have a range of browsers available, but they all do the same basic thing - talk to a service over the network.

I'm assuming that you actually mean you can't see a Tomcat process running on your laptop.  That is correct because Tomcat should be running on your server.  Your laptop runs the browser
