validity of developer license

JIRA version: 3.6.2 License Type: Commercial - unfortunetly it expired some time ago. I am trying to install a staging JIRA server for making some configuration changes. From my.atlassian I was able to get hold of the developer license. However when trying to configure the stagin server with the developer license the wizard complains that it is an invalid license. Not able to understand what is wrong here. Please help. Also what exactly does this mean?
