Ok, now can you check that
# You are in the role of "users" in that project
# You can actually see the issues 

I keep going back to "can you see the issues" because you keep showing us statistic reports which don't actually display the issues, they only display counters or accumulated reports, and those numbers can be different from what you can actually see if there are indexing problems.  Check the actual issues.
