Hi,

your step 5 is different from the official doc (http://confluence.atlassian.com/display/JIRA043/Installing+JIRA+on+Tomcat+6.0#InstallingJIRAonTomcat6.0-4.UpdateTomcatLibraries):
 "copy the contained jars to Tomcat's lib/ directory" which is "~\Apache Software Foundation\Tomcat 6.0\lib" and not "~\Apache Software Foundation\Tomcat 6.0\webapps\jira\WEB-INF\lib"
