Actually, it's mostly useless. If you work in organisations where information is important, you want to share or publicise ALL of it. There are very valid security, compliance, data sensitivity, and legal reasons for having *issue* security (i.e. I can or cannot see a whole issue), but there are very few use-cases where it's a good idea to hide part of an issue.
