Decreases the import speed

Good day.

Why decreases the import speed?
*Import rate (issues per minute)* was 600 when you import the first 20 thousand.
Import rate  for the following 20 000 was about 400 i/m.
Now the speed about 200 i/m. 
What could be the problem?
