creating an issue the drop-down llist for projects is not customizable

Hi,

When creating an issue you always get selected the current project, or the one first in the drop-down list. However some users don't want to have a pre-selected project for the reason that they forget to change to the relevant project and the issue is after created in the wrong project.

Is there a way to configure Jira 4.2.2 so the project-drop-down list when "Create Issue" 
starts with like "---Select project----"
