They do three *totally different* jobs.

Jira is an issue tracker - anything you need "to do" goes in here as a trackable item of work
Cruise Control is a continuous integration service - builds and tests your application from code
SVN is for source control - that's where your code lives

Of course, you can use them for other things, but that's what they were designed for.
