JIRA 4.4 - jira.disable.login.gadget

Seems this variable is no longer stored in jira-application.properties so
I'm not sure where to modify it.
I've tried creating a jira-config.properties file and setting the change
in there but that's not working either.
I don't see any way to change this via the UI either. Do I need to go
directly to the database to make this change? Seems rather silly since
before I could make the change in a config file and be set (this is for
CAS by the way, so our users don't use the login gadget and bypass CAS).
Changing it in the jpm.xml didn't help either.
Any advice would be greatly appreciated!
