Quick Hack To Fix Locale Bug #4891531 for Web Start 1.4.2 Now Live

  Let me hand over the keyboard to Richard Osbaldeston
(of Web Start Services Pack fame) and let me quote
from his Sun Java Web Start forum post:

  Just letting you know I've knocked together a
workaround for the locale always reported as en_us bug
that haunts 1.4.2. It's a fine example of dodgy coding
nobody should try to emulate; but with any luck should
only be needed for 1.4.2 and 1.4.2_01.

  It seems to work for me (en_GB) but hasn't been
tested for any other locales, probably doesn't work
for windows 98/me and will doubtless need granting
'all permissions', but it's better than hardcoding the
properties into a JNLP for each locale.
