If I understand correctly you are wondering if it would be possible to wrap content in a template in the templates directory? That might get a bit confusing no? I want to make sure that you really think it is necessary before I go putting it in.
Perhaps this is something which would be better suited for JPublish 3.x once the repository system is unified. Make it so that any content can be decorated.
