Localization bug (#703449)

Hi.

I'm new to JPublish. I have just browsed the archive of this mailing
list and found there would be a bug regarding localization, which is
described on sourceforge.net,

I've just tried both JPublish 1.0b1 and JPublish 2.0. JPublish 1.0b had
no problem with localization, but JPublish-2.0 doesn't look like
<page-encoding> and <template-encoding> tags are working correctly.

Here is what I did...

1) I wrote a simple template.html (EUC-JP encoded)

<head>
</head>
<body>
Kon-nichiwa(in Japanse, off course)
<P/>
$fs_repository.get($page.Path)
<P/>
</body>

2) Also I prepared simple index.html (EUC-JP encoded)
Sayonara (in Japanese, also)

3) jpublish.xml is like this
        <character-encoding-map path="*">
                <page-encoding>euc-jp</page-encoding>
                <template-encoding>euc-jp</template-encoding>
                <request-encoding>euc-jp</request-encoding>
                <response-encoding>euc-jp</response-encoding>
        </character-encoding-map>

4) I dumped the output of w3m browser, like w3m
http://localhost:8081/jpublish-example/|od -x

When I used JPublish-1.0b1, the output was like this;
0000000 b3a4 f3a4 cba4 c1a4 cfa4 0a0a b5a4 e8a4
0000020 a6a4 caa4 e9a4 0a0a

However, JPublish-2.0 outputs this;
0000000 3f3f 3f3f 3f3f 3f3f 3f3f 0a0a 3f3f 3f3f
0000020 0a3f 000a

As you can see, those don't match.
