I just installed Tomcat 4.1.12 here on Win2k and ran it with the server-noexamples.xml configuration file and the example application worked fine without any modifications. Have you modified your Tomcat configuration in any way or changed your VM security settings? Also, make sure that there in the jpublish-example/WEB-INF/classes directory there is an Address.class file and an AddressBook.class file.
