In my opinon this should be the third step.
First, there should be a repository- and archive browser. Preferably with
a web interface. As far as i can see, the archive browser is basically
done. With the use of Sleepycat 'je' (mentioned lately on this list) one
should be able to create the repository (rpm database) browser.

The second step could be a configurator and dependency resolver. Something
like apt or yum etc. It would still drive the legacy rpm application.

In the last step one could try to interpret and execute the .spec-files. In
my opinion, the ability to work with shell scriptlets should be retained.
Additionally one could support beanshell scriptlets.

PS: Well, as far as i could see, it is already possible to define something
    like a "build_shell" in the rpm configuration files. As far as i know
    rpm just collects the %parts into shell scriptlets and then delegates
    them to this shell. I don't know whether this could be of "immediate"
    help.
