Still, with CSS skinning, you can place the User section anywhere your want.

Yep. Actually, the 'pageactions' at the right side are really getting reduced to
some Quick Navigation bar. (which would be a new feature)

Still a More...  button could be useful, eg when to many TABS need to be shown.
(ref. tab bars in regular browser guis, eclipse, etc)
Actually, More... really should be a kind of overflow TAB with a dropdown menu.

And a Quick Navigation bar could use an overflow More... as well.

May be we need to look at this from a complete different angle, and build a
More... menu widget to help us out.

For attachments, I think the current GUI is fine.  Always go the the Attach tab
is you can to do something with Attachments. I would not put 'Add Attachment'
somewhere else in the GUI.
However, the attach tab is ALWAYs shown: even if no attachments are available,
even if you don't have permlssions to upload new attachments.
I found it rather confusing when the attachment tab was not there and
I didn't know
what was wrong. Pressing the tab will now tell you what you can do
with attachments
and that you need to authenticate for certain stuff.

For Edit or Comment this is now different. These tabs are not shown
when no permission.

I would prefer to be consistent on the tabs. So suggest to hide the Attach tab
in case (i) no attach in the doc and (ii) no permission to upload.   Ok?

I'd rather not add an extra menu-line inside the content of the tab.
At least not in the
view page, which is the most common view.
However, in the other TABs, additional commands are available.
So this could be a great idea to resolve the Add-Comment puzzle.
