There's still probably a good reason to have a separate Diff.jsp (for  
e.g. many template developers), but that doesn't mean that the  
default template should treat it as a separate thing.

I'd like to postpone this to 3.0.  Separate "talk" pages may make  
sense, and we should have a far more powerful backend to do that  
without "hacking".
